In 1996, the team's general manager began to build his team with talented players, whose behavior off-court such as arrests, etc., was questionable. The team was given the nickname "Jail Blazers." It brought the team to the finals in both 1999 and 2000, but fan support waned as the team became better known for the players' off-court antics.

The Blazers didn't qualify for the playoffs in 2003-04 or 2004-05, and in the 2005-06 season, had the worst record in the league, 21-61. There has been some talk of a move for the team, but their contract states that they must play in the Rose Garden until 2023. The Blazer's have re-invigorated their fan base since acquiring Greg Oden, and the young players on the team have brought back fan attention.
